President Huang Changyong gives a lecture on the construction of Shanghai as an international cultural metropolis

On 3 December, a lecture entitled "History, Current Situation and Prospect of the Construction of Shanghai as an International Cultural Metropolis" was held at the Changlin Campus of our university. The keynote speaker was Professor Huang Changyong, president of the Shanghai Theatre Academy.

President Huang Changyong has been committed to the research of cultural industry and urban culture for many years, and initiated the establishment of Metropolitan (Shanghai) CulturalAudit Centre (MSCAC), World Urban Culture Collaborative Innovation Center and other institutions.


In this lecture, focusing on the relationship between Shanghai's urban changes and Shanghai's cultural development, Huang Changyong made an in-depth exposition on the issue of building Shanghai into an international cultural metropolis from three dimensions: history, current situation and future prospect.


Huang Changyong pointed out in his lecture that many international metropolises are often related to a famous river running through the urban area, witnessing the life and death of the city and marking the prosperity and decline of the city. Shanghai's cultural changes have also undergone two leaps around "one river and one river".


The first leap was that Shanghais gradual development along the Suzhou Riversince its opening as a port in 1843 to become the largest metropolis in the Far East in the 1920s and 1930s.


The second leap was the 2010 World Expo, which has written a new chapter in Shanghai's urban development. The second leap in the production of Shanghai's cultural space marks the transition from the Suzhou River era to the Huangpu River era. A large number of spaces have been used as cultural venues, and a large number of cultural facilities are still under construction during the "14th Five-Year Plan" period. Both sides of the Huangpu River have become a fertile cultural land, constantly promoting the transformation and development of Shanghai as an international metropolitan city.


On the construction of Shanghai as an international cultural metropolis, Huang Changyong summarized a complete sequence as follows: The 9thCPC Shanghai Municipal Congress in 2007 proposed to build Shanghai into a cultural metropolis; At the 13th plenary session of the 9thCPC Shanghai Municipal Committee in 2010, it was proposed to build an international cultural metropolis; In 2011, the 16th plenary session of the 9thCPC Shanghai Municipal Committee put forward the goal of building an international cultural metropolis by 2020.


As for how Shanghai should build and evaluate an international cultural metropolis, the team led by Huang Changyong, referring to the cultural index system of London, developed the Chinese urban culture index system and constructed the PLE model of the large system of Chinese urban cultural development, that is, to view the urban culture through the system of production, life and ecology of urban culture. Compared with other famous international cultural metropolises, Shanghai has had the basic form of an international cultural metropolis, and has formed its own unique temperament and style, highlighting the characteristics of China, Shanghai and socialism. But on the whole, it still legs behind New York, London, Tokyo and Paris.


With regard to thoughts and countermeasures for the future, Huang Changyong put forward some suggestions: With the blessing of cultural policies, in order to build Shanghaiinto an international cultural metropolis, we also need to have excellent cultural facilities, and establish influential cultural landmarks as well as cultural brands thatintegrate with cultural facilities; We need to reform the cultural system, take negative intervention as the basic principle, fully open market access, and straighten out the relationship between the government and cultural enterprises and institutions. It is necessary to further enhance cultural investment, especially diversified social investment; We should pay attention to cultural diversity and inject cultural vitality; It is necessary to develop the national characteristics and local features of culture and embody Shanghai style culture, southern Yangtze culture and red culture; We need to pay attention to cultural participation and art education, and add interaction to community and street culture and make its development sustainable.
