Recently, according to the notice received from the Development and Research Center of Shanghai Municipal People's Government, the project "An Evaluation Study on Building Shanghai into an International Metropolis of Culture" led by Professor Huang Changyong of the Shanghai Theatre Academy has been approved for funding support as a key project under the Key Decision-making Consultation Research Projects 2020 of Shanghai Municipal People's Government.
The research group of “An Evaluation Study on Building Shanghai into an International Metropolis of Culture” is headed by Professor Huang Changyong, President of the Shanghai Theatre Academy,who is also Director of the Collaborative Innovation Center for World Urban Culture", a think tank formed by universities in Shanghai. The research group raises that the world uses the same constant standard that "the west looks at the east" to look at the matter of Shanghai becoming an international metropolis of culture, and that the development concept of "the people's city serving the people" and the distinctive characteristics of a socialist international metropolis of culture are not included in the evaluation criteria. In this regard, the research group suggests that at this important point of time in 2020, according to the requirements of the CPC Central Committee and the established mission and objectives of Shanghai, the evaluation should start as soon as possible and, on this basis, an indicators system of international cultural metropolis with Chinese characteristics should be established and released first.
The research group also puts forward a series of specific suggestions on implementation:
First, evaluate and study at the same time, and establish an evaluation indicators system of socialist modern international cultural metropolis with Chinese discourse system.
Second, base on Shanghai and benchmark the world, build an evaluation indicator system that is complementary with the construction of "five centers".
Third, plan for “The 14th Five Year Plan” period and face towards “2035”, study and define the objectives, ideas and measures of cultural construction and development in Shanghai in the next five years and beyond.
